If each person that attends the workshop is able to improve their department’s financial performance by a small fraction, even if it's just half a per cent (of their budget), would attending this course be a worthwhile investment?

Let's say you pay a manager a salary of £50k. The cost to the business is probably more like £80k when you add Employer's NI, Pensions, Computers, Office Space etc. Is it worth investing a few hundred £s on an asset which costs you £80k per year?
